- Must have lived outside Nepal or SAARC countries for at least 2 years with full-time working rights, or be a Finnish citizen of Nepali origin.
- Student visa holders or those with less than 2 years of residency may apply for free Associate Membership, but cannot vote or participate in policy decisions.
